Terry Hannigan
Terry is an attorney who has tried hundreds of civil cases to verdict, including those defending fire and EMS clients. In addition, his practice includes the representation of fire district, fire departments, and municipalities in non-litigation matters such as construction, administration, and personnel matters. The professional accomplishment that he is most proud of is his representation of the widows and families in two contested LODD claims that resulted in the Department of Justice changing the way the it awards Public Safety Officer Benefits to the survivors of firefighters killed in the line of duty, for the betterment of the entire fire service. Terry was an EMT for more than 40 years and continues to serve his community as a volunteer firefighter. In addition to teaching Commissioner Training, Terry formerly served as a New York State Fire Instructor. Terry is a nationally certified Fire Service Instructor 1. He’s received numerous accolades in his career, including Firefighter of the Year of the Elsmere Fire Department in 2024, and the 2024 Fred Singer Fire Service Educator of the Year Award presented by the New York State Association of Fire Chiefs.
